SIERRA BLANCA, TEXAS — A 33-year-old Wisconsin man was shot and killed Wednesday after fleeing a U.S. Border Patrol checkpoint in a stolen vehicle, leading authorities on a high-speed chase along Interstate 10 that ended in a highway shootout, according to Texas officials.
The suspect was identified as James Douglas McMillan of Wisconsin, the Texas Department of Public Safety confirmed.
Incident Begins at Sierra Blanca Checkpoint
Authorities say the incident began at the Sierra Blanca Border Patrol checkpoint, located roughly 90 miles east of El Paso.
According to DPS, a Border Patrol K-9 alerted to McMillan’s vehicle as he passed through the checkpoint. When agents requested he pull over for further inspection, he allegedly fled the scene.
Officials stated that the pursuit quickly escalated into a high-speed chase along Interstate 10, at times exceeding 100 miles per hour. A DPS helicopter joined the pursuit as ground units followed the suspect’s vehicle.
Gunfire Erupts on Interstate 10
During the chase, McMillan allegedly began firing shots out of his vehicle window at both law enforcement and civilian vehicles.
DPS reported that officers returned fire as the suspect continued driving at high speeds.
Authorities executed a tactical maneuver to force the vehicle to crash approximately 70 miles from where the chase began, near Van Horn.
After the crash, DPS said McMillan barricaded himself inside the vehicle and pointed a weapon at officers.
“Officers then discharged their weapons,” DPS stated.
McMillan was shot and pronounced dead at the scene. Officials confirmed that no law enforcement officers or civilians were injured.
Stolen Vehicle and Suspected Drugs
Following the incident, authorities discovered that the vehicle McMillan was driving had been reported stolen in Maricopa, Arizona, on March 2.
Investigators also located drugs inside the vehicle, including a substance believed to be fentanyl.
It remains unclear which agency fired the fatal shot. Agencies involved in the pursuit included:
- Texas State Troopers
- U.S. Border Patrol
- Culberson County Sheriff’s Office
The shooting is being investigated by the Texas Rangers, with assistance from the Federal Bureau of Investigation and Border Patrol.
Witness Accounts of Shootout
Witness Olivia Siqueiros told reporters she saw multiple law enforcement vehicles pursuing a car weaving through traffic on Interstate 10.
She described seeing officers deploy what appeared to be a flash grenade, followed by loud gunshots.
“Everyone just ran back in their cars,” she said.
Video footage captured after the shootout showed the suspect’s vehicle wedged in a ditch with the driver’s side door and trunk open, surrounded by law enforcement.
Checkpoint Details and Public Safety
The Sierra Blanca checkpoint is one of the busiest in the country, processing thousands of vehicles daily. It recently installed a semiautonomous vehicle barrier system intended to prevent high-speed escapes.
Officials have not confirmed whether that system played any role in Wednesday’s incident.
DPS stated that there is no ongoing threat to the public but advised drivers to avoid portions of Interstate 10 near Kent while investigators process the scene.
Broader Context
The incident occurred amid heightened concerns about threats faced by immigration and border enforcement personnel. However, officials have not indicated whether immigration enforcement efforts were directly related to this specific event.
Conclusion
What began as a routine checkpoint stop in Sierra Blanca escalated into a high-speed chase and exchange of gunfire along one of Texas’ major highways.
Authorities continue investigating the circumstances surrounding the pursuit, the shooting, and the suspect’s actions.
