AUSTIN, Texas — The Austin Police Department (APD) has sent a clear message to retail thieves: the “shoplifting blitz” is in full effect. In a coordinated single-day operation earlier this month, APD officers apprehended 11 individuals suspected of targeting major retailers in the Mueller area, specifically focusing on the busy H-E-B on East 51st Street.
The operation, which took place on April 8, was designed to provide a “rapid response” to ongoing retail crime. According to APD, the goal was not just to stop thefts in progress but to take aggressive enforcement action against repeat offenders who have been plaguing local businesses.
Ground Zero: The E. 51st Street H-E-B
The majority of the arrests occurred at the H-E-B located at 1801 E. 51st Street, a hub for the Mueller community. Seven of the eleven suspects were taken into custody at this single location.
Among those arrested at H-E-B were several individuals with extensive criminal backgrounds in Travis County:
- Michael Durham (55): Charged with state-jail felony theft. Durham’s record stretches back to 2005, including prior convictions for assault and drug manufacturing.
- Angel Salgado (39): Facing felony theft charges, Salgado has a history of terroristic threats and criminal mischief.
- Miguel Fragoso (27): Currently held on a $11,000 bond, Fragoso has a rap sheet involving burglary of habitations and multiple theft convictions.
Other H-E-B arrests included Chase McCowen, Kendrick Robertson, William Floyd, and Christine Mead, with charges ranging from Class C citations to felony theft.
Expansion to Barbara Jordan Blvd
The “blitz” didn’t stop at H-E-B. Officers fanned out to neighboring retail giants along Barbara Jordan Blvd to catch thieves in the act.
At Home Depot, 23-year-old Adrian Amaya was arrested after allegedly attempting to evade officers. Amaya was found to have an active warrant from Caldwell County for continuous family violence, a third-degree felony. He is currently being held on a massive $150,000 bond.
Further down the road at Bath and Body Works, Orlando White (61) and Ashley Wilson (31) were apprehended. Both are facing state-jail felony theft charges due to their previous convictions. Wilson also had active warrants out of Williamson County and a prior property theft charge from just last month.
Finally, at Marshalls, Michael Bilbo (51) was taken into custody. While this marks his first charge in Travis County, the severity of the theft led to a state-jail felony charge with bond set at $5,000.
The Growing Cost of Retail Crime
The APD “blitz” comes at a time when retail theft is a growing concern for Austin residents and business owners alike. These operations aim to disrupt the cycle of “catch and release” by highlighting offenders with extensive histories who continue to commit crimes shortly after being processed.
By focusing on high-traffic areas like Mueller, APD hopes to restore a sense of security for shoppers and reduce the financial burden that retail theft places on the community through increased prices and security costs.
