GETTYSBURG, Pa. — A former Pennsylvania mayor is facing serious child sexual abuse charges just weeks after stepping down from office, according to prosecutors in Adams County.

Authorities say Chad Alan-Carr, 48, who briefly served as mayor of Gettysburg before resigning earlier this month, has been arrested and charged in connection with allegations that he groomed a teenage boy while working as a volunteer in the local theater community.

Carr resigned from his position less than a month after taking office, citing what he described at the time as personal matters unrelated to city business.

Prosecutors now say the resignation came shortly before criminal charges were filed against him.

Multiple Charges Filed Against Former Mayor

According to court records, Carr is charged with several serious offenses, including:

Felony sexual abuse of children

Felony criminal solicitation to commit sexual abuse of children

Misdemeanor corruption of minors

Prosecutors allege that the offenses occurred between 2011 and 2013, when Carr reportedly communicated with a teenage boy and requested explicit material.

“We are alleging and believe to be true that Chad-Alan Carr had groomed this particular individual from a time even before they were 16 years old,” Adams County District Attorney Brian Sinnett said during a press conference.

Authorities say Carr allegedly encouraged the victim to share nude photos and video recordings during their communications.

Alleged Grooming Began Through Theater Community

Investigators say the victim had been involved in the Gettysburg theater community at a young age, which is where Carr allegedly first developed contact with him.

At the time, Carr was reportedly working as a volunteer at Gettysburg High School while also serving as the executive director of the Gettysburg Community Theater.

Authorities say Carr allegedly gave the teen special attention compared to other students, particularly during the victim’s sophomore and junior years of high school.

Investigators say Carr often treated the teen more favorably and maintained frequent communication with him.

The victim, who is now an adult, told investigators that he had known Carr for several years before the alleged misconduct occurred.

Online Messages Became Key Evidence

According to reports, the victim told investigators that he began communicating with Carr online at age 16 through platforms including Facebook Messenger and Skype.

Prosecutors allege that these online communications eventually led to Carr requesting explicit images from the teen.

Officials say these interactions formed the basis of the criminal charges now filed against the former mayor.

Additional Allegations Investigated

During the investigation, authorities interviewed several other individuals who reported alleged inappropriate behavior involving Carr.

However, prosecutors said the information gathered from those interviews did not meet the legal threshold for additional criminal charges.

Some potential offenses could not be prosecuted because the statute of limitations had expired.

Investigators said that while certain claims could not lead to charges, they were still examined during the broader investigation.

Resignation Came Shortly Before Charges

He resigned two weeks into his term, saying the decision was related to personal matters and not city government.

However, reports indicate that he allegedly admitted to a friend that the allegations were true before leaving office.

Authorities did not confirm those statements but noted that the investigation continued after his resignation.

Court Proceedings Scheduled

Carr is currently being held on $100,000 bail, according to court records.

His next court appearance is scheduled for March 20, when the case will proceed through the legal process.

Officials say the investigation remains ongoing as prosecutors prepare to present the evidence in court.
