Vallejo, California — A disturbing road-rage confrontation along Vallejo’s waterfront has sparked outrage after an Army veteran with PTSD was allegedly attacked with pepper spray by a frustrated driver who believed he was moving too slowly on the road.
The violent incident, which was captured on video, unfolded Monday morning and left the victim shaken and temporarily blinded while simply trying to perform his job duties.
Veteran Says He Was Driving Carefully
The incident happened around 9:30 a.m. on Wilson Avenue, an area recently modified with traffic-calming “speed tables” designed to slow drivers down to 15 mph in some sections.
According to the victim, Joe Vallely, he was operating a company bucket truck used to service internet infrastructure for city departments when he noticed a driver behind him becoming increasingly aggressive.
“There’s speed bumps on the road, so you have to drive slow anyway,” Vallely explained.
Because of the size and weight of the work vehicle, Vallely said he was already driving cautiously through the narrowed roadway.
“I noticed someone was tailgating me and flipping me off,” he said. “And I’m driving the bucket truck slow because it’s big and old and heavy.”
Confrontation Escalates on the Road
Tensions escalated as both vehicles continued along the one-lane stretch of road. Vallely said the situation became dangerous once the roadway widened near Hichborn Street.
According to him, the woman driving a Nissan Altima sped around his truck, abruptly cut in front of him, and slammed on her brakes, forcing him to stop suddenly while traffic remained behind him.
Moments later, the confrontation turned violent.
Pepper Spray Attack Captured on Video
Video recorded by Vallely allegedly shows the woman exiting her vehicle and approaching the driver’s side of the work truck.
“You scared? You should be scared b-” the woman says just before spraying him at close range.
The chemical spray hit Vallely directly in the eyes.
“She got me directly in the eyeballs.”
“Ow!” Vallely can be heard screaming repeatedly in the footage as he reacted to the pain.
Despite the attack, Vallely said he never attempted to confront the woman and instead focused on avoiding further escalation.
Veteran Left Shaken After Incident
Blinded by the pepper spray, Vallely somehow managed to drive to a nearby liquor store, where he attempted to rinse his eyes before later seeking medical treatment at Kaiser Permanente.
The Army veteran, who also works as a process server, said the attack has deeply affected him emotionally, especially given his history with PTSD.

Police Say Suspect Identified
Authorities with the Vallejo Police Department say they believe they have identified the suspect involved in the incident.
Officials stated that the case is expected to be forwarded to the Solano County District Attorney’s Office for review as the investigation continues.
At this time, it remains unclear what charges the suspect could face if prosecutors decide to move forward with the case.
