PSPCA Issues Urgent Alert After 13 Puppies Abandoned in Old City; 6 Still Missing

PHILADELPHIA, PA — The Pennsylvania SPCA (PSPCA) is seeking the public’s assistance following a “disturbing pattern” of animal abandonment in Philadelphia’s Old City neighborhood. Over the weekend, a litter of 13 puppies was left on the street, but by the time authorities arrived, nearly half of them had vanished.

The Weekend Discovery at Bread and Arch Streets

On Saturday, April 18, the PSPCA received a frantic call reporting that 13 puppies had been dumped near the intersection of Bread and Arch Streets. However, when Animal Law Enforcement officers arrived on the scene, only seven puppies remained.

Gillian Kocher, Director of Public Relations for the PSPCA, believes passersby may have picked up the other six dogs before officers could reach them. The organization is now making a desperate plea for those individuals to come forward.

“We suspect that perhaps some people may have taken the other puppies that were there in the meantime,” Kocher told local reporters. “The safe return of these animals is critical. They are considered evidence in an active animal cruelty investigation.”

An “Eerily Similar” Pattern

This isn’t the first time puppies have been discarded in this specific corner of Old City. Investigators are now sounding the alarm over a potential connection to a case from December 26.

  • December Incident: A litter was found abandoned in a parking garage near North Bread and Cherry Streets.
  • Current Incident: Found just blocks away at Bread and Arch Streets.
  • Similarities: In both cases, the puppies were estimated to be only three to four weeks old—far too young to be away from their mothers.

“These cases seem eerily similar,” Kocher said. “They look very similar to each other, so we suspect they may be related. We want to figure out what is going on.”

Why the Missing Puppies Must Be Returned

The PSPCA emphasizes that while people may have had good intentions when taking the puppies, the dogs are in extreme danger. At just three or four weeks old, puppies lack fully developed immune systems and require specialized medical care and nutrition that typical households cannot provide.

Furthermore, because this is a criminal investigation, the puppies are vital to building a case against whoever is responsible for this repeated abandonment. The seven puppies currently in PSPCA custody are reported to be healthy and have been placed in foster care. They will be available for adoption once the investigation clears them.

A Call for Information

The PSPCA is asking the community to look out for anyone who may have recently had a pregnant dog or anyone trying to sell or give away puppies that match this description.

“Why are they being abandoned? Is there someone out there who needs our help? Are there animals that could be spayed or neutered?” Kocher asked, suggesting that the organization is looking to solve the root of the problem.
