RESEDA, CA – A 44-year-old man has been officially charged following a series of disturbing incidents in a Reseda neighborhood that left residents fearing for their safety for months.
The Arrest and Charges
Gregory William was taken into custody Tuesday night at an apartment complex on Garden Grove Avenue, near Lindley Avenue. According to court records, William was seen exposing himself from his window while shouting racial slurs and making direct threats against his neighbors.
William now faces three misdemeanor charges, including:
- Public nuisance
- Disturbance by loud and unreasonable noise
- Indecent exposure
While the case was initially reviewed for felony charges, the Los Angeles County District Attorney’s office downgraded it to the City Attorney’s office, citing a lack of evidence to meet felony standards.
Residents Speak Out on Long-Term Harassment
Neighbors expressed deep frustration, revealing that police have been called to the location approximately 150 times prior to this arrest. Residents described a pattern of “non-stop” screaming that often lasted from the middle of the night until the next morning.
“He just starts screaming sometimes… it just doesn’t stop until the next morning,” said one anonymous resident, who feared retaliation.
City Officials Respond
Councilmember Nithya Raman, whose district includes Reseda, confirmed that her office is now actively looking into the situation. In a statement, Raman emphasized that every resident deserves to feel safe and acknowledged that the individual involved may be in need of serious support and services.
The City Council office plans to work with relevant departments to ensure the matter receives proper attention and to identify appropriate next steps for the community’s protection.
